His Excellency, My Dear Colleague,
Colleagues of the Embassies of Estonia & Liberia
Members of the Press
Ladies & Gentlemen

I am delighted to welcome His Excellency Juri Luid. Ambassador Extraordinary and Plenipotentiary of the Republic of Estonia to the Chancery of the Embassy of the Republic of Liberia, near Washington, D.C. this morning for the purpose of signing a Joint Communiqué, establishing diplomatic ties between our two Republics.

Like Liberia, Estonia is a small country, but, unlike Liberia, it is the most prosperous amongst the 15 former Soviet Republics. For over 5000 years your great people lived along the Baltic Sea as free people. More powerful nations encroached upon your sovergnity and it was not until 1918, that you again declared you independence to unfortunately loose it again, following the Second World War to become a part of the Soviet Union. The “singing revolution” of your gallant people helped to force the end to the Soviet grip and without bloodshed, the Republic of Estonia re-entered the comity of nations in 1991 as a sovereign, free and independent nation.

You have since become an active member of the United Nations, the European Union, NATO and a signatory of other international agreements including the IAEA, UNCTAD, WHO, UNESCO, ILO and the Britton Wood Organizations.

Your country’s remarkable international involvement since the Soviet Union was dissolved has impressed our Government but what have been most inspiring to Liberia are your impressive achievements as one of the freest countries on the face of the earth. Your country’s Political rights, civil liberties, judicial reforms and economic freedom are rank amongst the very top in the world. As a new democracy, aspiring to greater freedom, improved human rights, enhanced rule of law and social justice for all our people, we Liberians find Estonia’s experiences worthy of immolation.

Mr. Ambassador, your country’s recent economic performance has also been impressive. Not long ago your people were very poor. Today, you are making great strides in information technology, in reducing unemployment and in providing the basic amenities for your people.

We are therefore proud and delighted to be able to sign this Memorandum of Understanding today establishing diplomatic relations between the Republic of Estonia and the Republic of Liberia. Our objectives are to promote mutual understanding amongst our Governments and peoples, strengthening friendship between our two peoples and facilitate cooperation particularly in the social and economic shears for the advancement of our two peoples and the improvements of our environments.

May I ask you now to join me to drink a toast to the good health of His Excellency President Toomas Hendrik Ilves, the sound and effective administration of the Government of Estonia and the prosperity and well being of the great and friendly People of Estonia?
